Item Details
The default cooldown of Breath of Heaven is 15 seconds. The Eye of Peshkov can reduce the cooldown to a minimum of 7.5 seconds. This allows you to constantly keep up the Blazing Wrath rune up for it's 10% increased damage buff.

The minimum level this item can drop at is 31. Below you will find the range of stats found on the level 31 version, however the item can drop at any level above 31. The legendary effect does not change with level.
