I have found that some elites consistently don't provide stacks of Nephalem Valor. The first few on my list:

None of the Uniques gives NV.
Only Rares, Champs, Resplendent chests and certain events. |

That's the key part, @Arvernien. Some unique monsters are actually tied to a quest. It's not the unique kill that gives the stack, it's the quest completion that gives the stack. |

I find it annoying to not get a stack after I kill a demon that was FRICKIN' GLOWING!

It seems silly to me that bosses, key wardens and "unique" elites don't give a stack.
