Passive inconsistency

Can anyone explain the logic behind the fact that the monk's passive

Fleet Footed: +10% movement speed, adds to the cap of 25%

While the DH passive

Hot Pursuit: +15% movement speed when at full Hatred, does not.

The DH one is much harder to maintain, and yet you can't go past the 25% mark.

Not every class needs to be the same. Barbs and monks get bonus melee reduction. DH has a CC cap at 75% and Barbs are 80%. This has the feeling of a bug that will remain a feature if it's a bug at all. Goodness knows, the monks could use a passive that isn't crap outside OWE and even with that, who cares about defense in D3 now, anyway?

I was simply wondering. Since they are both passive abilites, and the DH one is conditional I would have thought it would be the one that could add on top of the cap.

And mostly since I built a -resource chakram build where I basically don't spend Hatred, so I was hoping to have my speed bonus on all the time. :P
