slowtime vs elites/gobs

so i've been messing around with different builds, and I've decided to use slowtime for the majority of my runs... however, I've noticed it does not slow down elites nor goblins... i know 30% may not seem like a lot, but it doesn't seem like it has ANY affect whatsoever... goblins now have a rocket strapped to their backs, and i remember with a DH, the caltrops seemed to really slow them down, but slowtime doesn't do jack... anyone else notice the same thing?

I've noticed that gobs sometimes get a speed boost after being frozen with frost nova (but they still freeze for the same time as an elite). When other skills don't work at all, the word immune can pop up (I think with Monk's blind). Have you noticed anything like that, or does it seem like they act as if there's no slow time effect at all?

i've seen the speed boost you're talking about, but i've only seen that while they're running away. I pop up close to them and spawn the bubble and they just walk out like nothings going on... i think its a bug

this makes me wonder if i'm even getting the 20% damage boost it advertises... i should do some testing...

Slowtime's effectiveness is reduced in Inferno and they're thinking about reducing further.

when you say effectiveness... are you referring to the slowed movement, or the increase in damage.
I played around with this yesterday, and with or without my slowtime bubble, i did about the same amt of damage... so it doesn't seem like its doing anything at all

i'm pretty certain it ain't doing jack besides slowing projectiles -_-

It looks like the slow is reduced:
Specifically, in Inferno, slows are reduced by 40% (e.g. a 60% movement slow is reduced to a 36% movement slow). We are experimenting with a 25% reduction instead. So, a 60% movement slow would be reduced to a 45% movement slow.
