is that true? if thats the case, why don't weapons and other items say +300-350 damage, instead of
+300 to min, and +350 to max? (obviously these numbers are just made up)

I'm a little baffled, to be honest. I can't figure out how that amulet even exists. All rares have a minimum of 4 affixes. There are 3 damage affixes available on amulets and only one strength affix, but I thought only 2 of the 3 damage affixes could roll on jewelry similar to how you can't roll Lightning and Fire damage on a weapon. Logically, though, to have 4 affixes, that amulet must have rolled with MinDam Secondary, MaxDam Secondary, MinMaxDam Secondary and Str. Except that the absolute minimum damage that combination could result in is 10 not 9. Whatever. Damage mods are, by far, the most confusing part of the entirety of Diablo Item Generation.

The difference in damage displays is largely due to how the damage mods function behind the scenes. Blizzard programmed 3 basic damage mods, MinDam MaxDam, MinMaxDam. There are special cases of each like MinDam Secondary or MinMaxDam Fast, but those are the three fundamental mods. Weapons roll primary, jewelry rolls Secondary.

MinDam adds to the floor of a weapon's damage
MaxDam add to the ceiling of a weapon's damage
MinMaxDam adds to both the floor and ceiling of of a weapon's damage rolls. These can roll as as black damage or elemental damage on weapons, but only black on jewelry (there are Legendary only mods like +x% elemental damage on a SoJ)

MinDam, MaxDam and MinMaxDam can all roll together on weapons. You'll occasionally see a weapon with +12 Minimum Damage, +33 Maximum Damage, +100-200 Fire Damage. That's when a weapon rolled with all three damage mods.

BUT when you roll black MinMaxDam on a weapon, they combine any MinDam and MaxDam rolls into the MinMaxDam for display. For the example above, if it was black damage instead of Fire Damage, the display on the weapon would be +112 Minimum Damage, +233 Maximum Damage. It would just be awkward to have a +12 Minimum Damage, +33 Maximum Damage, +100-200 Damage weapon.

They apparently went in the other direction for jewelry. I guess they would rather have players thinking they rolled a 2- or 3-affix rare than a 7-affix rare. I think they actually changed this in Patch 1.0.3. It's very rare these days, but there do exist rings and amulets from 1.0.2 that have a + Minimum and + Maximum damage display. I might have saved one in one of my mules for the novelty. I'll have to check when I get home.

Of course, then there's a the black damage bug which is just batsh*t crazy and throws all of this stuff out the window.

@shniggies It was buried on a mule, but I do indeed have a 1.0.2 ring. It's not half back for a ring back then when everything cost a fortune. I'll be hanging onto it as a collector's item.

I'm guessing it goes as follows:
If you have damage added as a range (Like Adds 5-20) damage then it can be displayed on its own.
So if you have that, and then +5 minimum damage it is displayed as (Adds 10-20)
If you have +5min and +5max added to that all 3 combined are displayed as (Adds 10-25)

But if you only have Min and Max damage separate it adds fixed values, not a range.
So they give it as separate lines as in the screenshot of the ring.

???

Hehe, but I think I give up trying to understand the existance of that amulet. Bottom line, it is pretty bad. :)

How is that a 1.0.2 ring when rings back then couldn't roll that high of all resists?

Yeah, I think we had established I didn't know what I was talking about. It appears as though there are 3 damage affixes. You can have:
+min damage
+max damage
+minmax damage
+min damage, +max damage
+minmax damage, +max damage
