From what I can tell, it's an armor buff and each shaman guy can only have one or two up at a time. An elite pack always have to have at least one unshielded. Kill the unshielded Elite A, his shield drops on Elite B; kill Elite B and his shield drops on Elite C and mop up Elite C. Once I figured that out, those Elite packs dropped much faster and became a lot less dangerous.
